Why photoelectron ejected from a metal have different kinetic energy although frequency?

a specific energy is used to eject an electron from a metal. for example if minimum energy of 15 joule is used to eject an electron and we give 20 joules energy then 15j are used to remove an electron from a metal and the 5 Joule energy is absorbed as kinetic energy if we give 30j then 15 joules are used and another 15j are used as kinetic energy .also different types of energy and frequency for ejection. that is why kinetic energy is different.
