why photons are electrically neutral?

first understan where charge can or cant exist....charge only exist on that body having some mass...think about it practically..that charge will be created when one or more electrons leave from shell ...so when electron leave their shell some mass also leave bcoz electron have mass nearly about 9.1 x10 to power minus 31 so ...U Can Say That Mass can exist without charge but charge cannot exist without mass......now here is ur ans....U KNOW THAT PHOTONS HAVE REST MASS EQUAL TO ZERO ...SO IT IS ELECTRICALLY NEUTRAL...because photons have no mass to create even one electronic charge.........I think u got it
