If it is felt that they are capable of learning in a normal school environment, then why do they have to be sent to a special needs school? It might even be better for them as they get the opportunity to interact with typical students which can help increase their social skills.

physically challenged state is itself describing its vulnerability, their upbringing is entirely different from normal children.they are always forced to knee down by the tough words and unfairness they face in their everyday life.they are alredy discriminated based on their condition in the society.so treating them equally is so important and i think school is the first place where one can initiate this morality where they can get every oppurtunity what others get.
as far as their safety concern they are being given privileages in each phase and facilities by government and even by school authorities.even laws are enacted in case of biasness in the same school where every children study.
for more phyisically disabled children, separate schools and even for blind people different writing system called "braille" are avilable at its peak in almost every corners of the world.
but ultimately being a human and being in a democratic society equality is what matters at all.
