pie is ratio of circumference of circle to its diameter.Its value is fixed for every circle.

Because it's the ratio of circumference and the diameter which has value of something 3.1415 which is 22/7 in fraction form.
To find the the area and circumference these value is needed and this is the reason why pie is 22/7.
When you divided 22 by 7 you will get 3.1415
Now we use 22/7 mostly as 22/7 is in fraction form and it is easy to solve the problem in fraction than in decimal form in most of the cases.
