When the light is emitted by a star, which is at a very far distance from us and also we can see that they are point sized, so the light from them is refracted through various layers of atmosphere before reaching us, making them look like as if they are twinkling!
Planets are non luminous and they are nearer to us than the stars. So they do not appear to be twinkling like the stars!
