Due to atmospheric refraction we think that planet are twinkle but it's not correct because when Ray of light travel from a one medium Rarer to Denser medium than it bends towards the normal so due to atmospheric refraction person seems that planet is twinkling

Answer: The planets don't twinkle
Explanation:
Because the planets are not much distant as compared to stars, therefore the light emitted doesn't undergo much refraction to appear as it is twinkling
