Friend this help you are may not but which I know I am just informing you pls if it is a wrong answer don't scold me and here is your answer:

because of over heat in the day time the water will be evaporated much from soil and water bodies this will not place favorable conditions for a seed to grow and not allow a seed to grow if it is evening the seed will absorb water and because of some sunlight in evening it tries to germinate

hope this helps you

During summer the apling is sowed in evening because sowing process may cause certain stress to plant.

EXPLANATION:

Since the root face the stress during transplanting in morning, evening transplanting will prevent water loss and result in wilting in newly transplanted seedling.

This process allows the plant to settle out of direct sunlight. The first of transplantation watering the plant properly. The soil should be slightly moist but not shaggy. Due to temperature effect, the root preserves better water content in night than in morning during summer.
