Plasmas tend to form at high temperature, since electrons then come off atoms leaving charged ions. Bose condensates form at low temperature, since at high temperatures more states are available to the atoms.

plasma condensate is found only in high temperature because it is a part of a fifth state of matter named Plasma. As plasma is always formed at high temperatures so plasma condensate will also be formed at high temperature.
