why plastics are not considered as a fuel?

they have drastic effects on the environment and also they don't fall under good fuel category

Hey...
Properties of good fuel are , it should not produce smoke and should gives more energy and plastic produces lots of smoke and it burnts very badly smell ,and it should not effect environment but due to burning of plastic there are lots of pollution increasing ......
so plastic are not considered as fuel...
