1-Commisnor of police or director general of police[head of police in state]

2-superintendent of police[District level]

3-Deputy superintendent of police[District level police subdivision]

4-Circle inspectors[Police circle in rural areas]

5-SHO[thana]

6-assistant Sab Inspector, head constable ,constable

Police levels are under state level because if there will be above state level police that may be called a country level police that may be impossible as many commands and to much news of crime or accidents may come as country level police so commanding each police station may be difficult and very awful too.

So there are police level on state level not above the state only P.M.[PRIME MINISTER] and President can can above state level.
