poor people are hesitant to go to the bank because,

1)they need to communicate with them clearly which sometime they can't .

2)they need some official documents and a good debt history for taking loans from the bank.

3)most of the poor people don't have a bank account , hence can't get loan

4) due to above , poor people ask from the local money lenders for money .
