Potassium Hydroxide is a very highly reacting and corrosive base. So as to prevent any unwanted change in its properties and to prevent accidents fire which pottasium Hydroxide catches when it comes in contact of air, we keep them in air tight containers.
Hope it helps. ❤️❤️

Answer:
So, inside the air tight container KOH solñ is kept as Potassium Hydroxide absorbs Carbon dioxide . So , if all the CO2 will be absorbed a partial vacuum is created in the test tube . So, an equal volume of water rises up in the tube. This shows that the germinating seeds are respiring out carbon dioxide.
