Because if potassium kept open they can burn and if they kept in water they can react with water so they kept in kerosene . potassium is most reactive metal on this earth they react very explosively with both water and air that is why it is stored in kerosene
phosphorous catches fire if exposed to air and to prevent the contact with atmospheric oxygen it is stored in water..
