The terminal voltage of current is the potential difference of the electrodes.
A voltmeter cannot be used to measure the emf of the current as it draws some current from the source
But, a potentiometer can be used to measure the emf of the current as in a potentiometer no current is flowing.
Thus, a potentiometer is better than a voltmeter.
