A person is considered poor if the income or consumption level of a person falls below a given minimum level necessary to fulfil basic needs. Basic needs are different at different countries and different time. That is why, poverty line may vary with time and place. Each country uses an imaginary line that is considered appropriate for its existing level of development and its accepted minimum social norms. Thus, it can be concluded that poverty line may vary with time and place.

The value of poverty line varies from place to place as the the requirements also varies. As such, in rural areas the calories required are more as work done by the people is more. In urban areas the work done is less so the calorie requirement is also less. The value of maintaining their regular expenses also varies in different arear so this is another reason why tbe value of poverty line is different in different areas.

So, the value of poverty line also varies.

Value of poverty line in urban areas = 47 / day
Value of poverty line in rural areas = 32 / day
