Why powerful Judiciary and written constitution are necessary for the success of federalism?

In the federal system of government, the powers of the government are divided between the national and state and the local governments. Under this form of government, each level of government has autonomy in some domains and shares strengths in other domains. For instance, both the state and the federal government have the power to tax, while, the power of declaring war rests with the federal government.  

For the following reasons the  powerful Judiciary and written constitution are necessary for the success of federalism:

1. The constitution is necessary for the success of the federalism as it compiled jurisdictions of all the level of government.  

2.  So that the continuation and power of each tier of the administration are constitutionally protected.  

3. Courts have the authority to interpret the written Constitution and the authorities of the different tier of the administration.
