why president can not dissolve rajya sabha

Article 83 of the constitution states that Council of States, ie, Rajya Sabha should not be subjected to dissolution. Hence President cannot dissolve Rajya Sabha. It also states that one- third of its members must retire every second year. The power to decide the term of office of the members of Rajya Sabha was left with the Parliament. Accordingly, the Parliament in the Representation of Peoples Act(1951) provided that the term of a member of Rajyasabha shall be six years.
