1)Large no. of population lives in villages and main source of occupation in village is agriculture. So large no. Of population are involved in this sector.
2)Primary sector play a big role in any economy. Beacuse it directly use natural resources and produce final goods as well as raw materials. So there is a large area of primary sector which involves farming, fishing, dairy, mines etc etc. So it provide more employment especially in devloping countries.
3)It depends upon the technological advancement of an economy too. If an economy is more devloped than they use modern machinery in agricultural activity so they dont need much labour. But devloping country like india is not advanced in technology so there is more involvement of labour in agriculture.
4)Population is also a big factor.
5)Education and unemployment.
6)Large no. of unskilled labours.

Agriculture is the most labour absorbing sector because there are not much jobs created in the tertiary and the secondary sector.
The people employed in the agricultural sector are in disguised unemployment. This means that the people are not working with their full potential. This also means that we can remove some of the people from agricultural sector without any effect on the economical growth of the sector.

Government can take various steps such as construction of wells, canals which can help the farmers to cultivate their land more then once. By employing disguised unemployed people in other sectors for the development of the infrastructure and economy. This will also increase their family income.
