Why public sector banks are good in providing customer services?

All private banks have fairly good online services in India, I have used HDFC,AXIS,ICICI AND KOTAK. All good with net banking and mobile apps.
Coming to customer services, HDFC and ICICI stands last with long waitings over phone (sometimes they may end your call abruptly).Grivenece services bad too. And when you try to visit bank personally,they compel to use phone banking services,untrained staff.Awful,crazy and unethical business.some times I feel to take out all my balance out of it.I only hold account in this bank, because my salary credits into this.
Axis and Kotak phone banking and personal banking is v good.Axis has very good ATM chain. Unlike HDFC and ICICI, the axis and Kotak have customer centric principles.
CITI bank, HSBC,,yes bank and indusland banks have very few branches and restricted to metro cities. I don't prefer them personally.
