Well,Punjab is the state which ranks at top when speaking about the agricultural production in India.so the people living their are mostly farmers hence,they spend most of their time and efforts on showing or teaching their children to harvest crops as it is one form of employment for them.Therefore they didn't get much time for or are not much interested in sending their children to school for education.hecme the literacy rate of Punjab is lower.
And taking about the high per capita Income,the climate for agricultural purposes is suitable over there also the land is well fertile hence each year their is large production of crops which lead to high income.
