Ques: Why pure water is insulator ?

Ans: Pure water does not have any impurities and hence, no ions present in it. Since,we know that ions conduct electricity in solvent. There are only neutral electrons present in it.So, no flow of electricity is conducted through pure water nd hence,it's an insulator.
