Both are attracted... Roots or radicle are sensitive to light and they have function to absorb water and minerals from soil that is why plant hormones work in such way so that they grow downwards... Plumule or stem also responds to gravity... The process is known as geotropism due to which if you keep a pot with plant sideways the plant will not grow sideways it will grow upwards...

actually its not because of the gravity the radical is attracted towards the ground but it is because the roots are positively geotrophic and also positively hrdrotrophic and negatively phototrophic which makes them grow towards the ground and whereas the plumule is negatively geotrophic and positively phototrophis which makes them grow towards the sunlight
