when warm wet air Rises it cools and water vapour condenses to form cloud cloud is made of a small drops of water or Ice Crystal depending on its height and how cold its surrounding air is rain is restricted to drops of water that Falls from iCloud

The clouds are not a storage system like water tanks. Their structure is different. The water droplets remains suspended in them and when the force of gravity exceeds the force of updraft, they start falling.
