why rajya sabha is called a common house.

India is a quasi-federal government i.e. it has the beauty of both the type of governments similar to a union as in U.K. and federal similar to the one in U.S.A. The idea of Rajya sabha is taken from House of lords in England.

Our parliament consists of 3 entities Lok Sabha, Rajya Sabha, President. Rajya sabha is known as the upper house because elected members of the Rajya Sabha are those who are elected by the representative of each state and not by the common people. Twelve are nominated by the President and the rest are representatives of the States and Union Territories.

Bills can be presented in any house but generally, they are presented in Lok Sabha due to its more power. And then after passing the bill from Lok sabha, it usually goes to the Rajya sabha. So Rajya Sabha sits over Lok Sabha. Though it has less power but it is said to be upper house of the parliament
