HEY PRERNADHOTE,
THE RAJYA SABHA IS CALLED THE PERMANENT HOUSE BECAUSE IT CANNOT BE DISSOLVED LIKE THE LOK SABHA, THE TENURE OF ITS MEMBERS IS 6 YEARS. BUT, AFTER EVERY TWO YEARS, ONE-THIRD OF ITS MEMBERS RETIRE AND IN THEIR PLACE, ONE-THIRD MEMBERS ARE ELECTED AGAIN. IT JS ALSO CALLED THE "UPPER HOUSE". MAXIMUM NUMBER IF MEMBERS OF RAJYA SABHA IS 250. OUT OF THESE, 238 MEMBERS ARE ELECTED AND THE REMAINING 12 MEMBERS ARE NOMINATED BY THE PRESIDENT.
HOPE IT HELPS YOU:)
