why rajya sabha is not permited to use adjornment motion​

1 Rajya Sabha is the upper house of the parliament. Members of this house are mostly indirectly elected or nominated by president. On the other hand, Lok Sabha is lower house but also called as popular house as it's members are directly elected by the common people.

2 The adjournment motion has an element of censure against the government.

3 It has been generally agreed by world leaders and also our constitution makers that it's prudent to give the right of censure to the people. They can exercise it through their representatives elected by themselves, i.e.members of the popular house.

4 Therefore, right of censure against the government is vested in Lok Sabha. When Lok Sabha passes adjournment motion, it is to be taken as common people have lost faith in the government. It is a kind of dissent expression.

5 This same right cannot be given to Rajya Sabha as it's members are not based on popular vote. Many times RS members are those who do not enjoy public confidence.

6 Similarly, when a government is formed it is formed based on Lok Sabha majority and Rajya Sabha majority is not taken into account. Eg.Present Modi government enjoys majority in Lok Sabha and not in Rajya Sabha.
