Platypus belongs to a group of egg laying mammals called monotremes. It has a very small range(eastern Australia) and they evolved from an earlier branch of the mammal tree.
They newest branch of this mammal tree gave rise to marsupials and placental mammals. Rats are placental mammals and highly adaptable. They have a wide range of distribution and are quite resilient.
Since, evolutionarily, rats are more recent forms of life on earth, they have lot more sophisticated gene makeup and physiological features which gives them an upper hand over Platypus.

Rats are more evolved than platypus because of the following reasons--
1)Rats changed super genome that's unlike platypus have an inherent property to survive in extreme conditions.
