Why refraction is does not occur when light travels in 90 degree?

When refraction occurs, the light ray bends. So, it can either bend towards the normal or away from the normal.
But light ray at 90 degrees means that it is overlapping with the normal and parellel to it. So, it cannot bend away from or towards it.
Thus, bending will not take place. And if bending does not take place then refraction doesn't take place as well.
