why refractive index never be less than 1

It is because the speed of light is always slower in other mediums as compared to Vacuum.

light has its highest speed in vaccum the formula for calculating refractive index is speed of light in medium divided by speed of light in vaccum and as earlier mentioned the speed will always be greater then that in vaccum it cannot be less than 1
