why refractive index of any medium is more than 1 respect to air?

The speed of light in a vacuum (“space”) is c (299,792,458 m/s). Light, or anything else, can’t go faster than that and so its refractive index is 1. Air’s refractive index is close to 1, in a lot of ways close enough to ignore - especially if you consider c to be 300,000 km/s.

Any medium that affects the speed of light will only slow it down - there’s no “faster” than c, or lower than 1.

Therefore, the refractive index will increase as the speed drops.
