There is no actual need for the functioning of a constitutive gene there is a need of lac operon or a operon which have regulatory and operator genes present. This is due to the fact that the constitutive genes are always functional or always switched on, no external environment can change the functioning of the gene and the genetic material is constant, so, regardless of some extreme environmental conditions these genes are belonging to the most important cellular genomic structure of a cell body as they have the ability to replicate, repair and express itself to the nature and the mutation which make the cell genome to control protein synthesis too. Regulator and operator genes (regulators are negative hence they are always turning the proteins and the DNA off). They do not control the transcription of constitutive genes, as, they can show the genetic expressions throughout the cell cycle without any external environment or stimuli to support the medium, this makes the transcription sites in the nuclei and further matures and does transcription into the cytoplasmic matrix (since no stimuli is acting on it, they regularly undergo the process when induced with oligodeoxynucleotide probes or media to show its ability towards other high external environments). In a nutshell it means the constitutive genes are expressed functionally with relatable transcriptional genes which are found within the cell despite of the outside receptors or changers (regulator or operator gene, oligodeoxynucleotide, etc.) are definitely in a higher agreeable coordination when it is differentiated and compared to those which are always switching "on" or "off" or those by which the environment or stimuli alters the processes and functions.
