RER can synthesis the protein because it has the ribosome attached to it which helps them to synthesis protein and hence the name Rough Endoplasmic Reticulum whereas SER is Smooth Endoplasmic Reticulum which don't have ribosome attached to it. Therefore only RER can synthesis the protein.
