Why resource planning is important? What are its major stages/processes?

It is important as in a country like India there are some states which are considered as self-sufficient and some show an acute shortage of vital resources.
So resource planning is done to overcome this problem.
Now steps involved:
*Surveying, and mapping of the resources
*planning for resources development using appropriate skills and technology
*matching the resources plans with overall national development plans.
