Why rlight rays perpendicular to the medium do not bend?

because in that case the angle which is made by light ray is 90 degree and the incident and the lord only lies in the same path and we know that if light ray incident on 90 degree it is reflected back in the same direction, so that's why light rays perpendicular to the medium to not bend.
