why Rowlett act is called the black act?please answer fast

hi friend,

rowalt act is known as black act and crucial act to Indians. because according to this act britishers can arrest any Indian without reason. this act came to force on April 6,1919.
many people suffered a lot during this act.our gandhiji said to celebrate April 6 as national humilation day.
