Salt is a strong ionic compound.It is the property of ionic compound that it will conduct electricity in molten form while not in solid state.Because of the strong electrostatic force of attraction between the element in the solid state the electricity can't break or pass through the salt.while in solution there is only low force of attraction.Hence the salt act as the insulater while salt solution act as the conducter.
