Why saturated kcl is not used to determine the cell constant?

If one measure cell constant using 0.01N KCl and 0.001N KCl the values different. When cell constant is totally govern by the geometry of electrode.

Moreovedr in ASTM they have strictly recommended which electrode of particular cell constant can be used for particular ionic solution with a fixed range of conductivity. Measuring the cell constant in different concentrations of KCl is used to control your measurement cell.
