Saudi Arabia is a monarchy and has never claimed to to be a democracy. Neither has it made such a claim. Having said that, true democracy exists nowhere in the world today. The only true democracy is one where the legislature consists of all the citizens of the country, as in ancient Athens.

What we have today in some places is a representative democracy, where delegates chosen by the citizenry form the legislative body. This would never have been considered real democracy by the citizens of Athens, and it is even farther from true democracy in today’s systems, because the citizens have very little choice about selecting the candidates that represent them and because powerful interests control the information that reaches the electorate.

Even true democracy has its detractors. Out of five different types of government described by Plato, democracy places next to last, just before tyranny, because it is governed by popular opinion rather than wisdom. Opinion is therefore divided on whether democracy is the best (or least worst) form of government. Plato considered aristocracy the highest form, i.e. government by the wisest citizens.

Does the Saudi Arabian monarchy have the support of its people? It probably depends a lot upon the particular monarch. The highest levels of support were probably during the reigns of King Abdulaziz, the founder, and King Faisal.

It is possible that a majority of the citizens support monarchy as a form of government but not necessarily the particular monarch in power or the extent to which the al-Saud family dominates so much of the economy and power structure in the kingdom. Calls for a more representative government have been made, but until now there is little consensus about what form it should take.

In any case, even the royal family would agree that Saudi Arabia is not a democracy. And this is possibly how most Saudi Arabian citizens like it.
