As the DNA of the virus keeps changing continuosly because of an enzyme called Reverse Transcriptase

Explanation:

This enzyme changes hiv DNA constantly and hence if a vaccine is discovered for a certain DNA by the time it's injected into the body the virus changes its form and hence the corresponding vaccine fails to act on it
