The sea water is salty and river water is not because sea water has a high concentration of salt mixed in it and had many impurities on the other the river water is flowing water so it has many minerals which make it little sweet....

Sea water is salty because it contains several minerals especially sodium chloride ..and also because of the water cycle
rain falls from clouds onto the land and finally finds it way to the sea ,picking salt and other minerals...so after reaching the sea the water evaporates again leaving the salts behind.....so salt accumulates and hence sea water is salty...
