I some areas rainfall is quite strictly seasonal; that is, it rains during a certain season of the year and then it is dry for the rest of the year. When that seasonal rain is not sufficient to keep the river flowing during the dry season, the river dries up. It will start flowing again when the wet season arrives. Therefore, by definition, seasonal rivers flow only during the rainy season.
