Secondary valency is the number of ions or molecules coordinated to the metal ions (ligands), since the metal ion is electropositive therefore only neutral molecules (H2O, NH3, etc.) which has lone pair of electrones or anions (CN-, OH-, etc.) which has extra electrons can only coordinate to the metal.
