1. they are cutting tree continuously and destroy vegetation of forests.
2. it was difficult to take revenue from shifting cultivators.

1. shifting cultivators of to do peasant cultivation of settled cultivation on their lands that were given by Britishers.
2. in many areas they work scarcity of water due to which tribal people were face difficulty to earn their livelihood by agriculture.
but in early 20th century Britisher allow tribal to do shifting cultivation.

- The britishers thought that the land which was burnt, and cultivated after few years could not grow timber for railways.
- Because of burning of forests there was an added danger of flames to spread and burn valuable timbers.
