When stored it reacts with oxygen to form a layer of magnesium oxide on its surface. This layer of magnesium oxide being a stable compound prevents further reaction of magnesium with oxygen. The magnesium is cleaned before burning in air to remove this layer so that the metal can be exposed to air properly

It is so because the layer of Magnesium ribbon get accumulated with oxide which form a white coating,so in order to remove it and to use it for burning we should sanded with a fine sandpaper, therefore, to remove the layer..
When the magnesium metal burns it reacts with oxygen found in the air to form Magnesium Oxide. ... After it burns, it forms a white powder of the magnesium oxide. Magnesium gives up two electrons to oxygen atoms to form this powdery product. This is an exothermic reaction.
