Why should biodegradable and non-biodegradable wastes be discarded in two separate dust bins?

Because biodegradable waste can be degraded but non biodegradable cannot be degraded. Also, biodegradable can be uesd for future recyling and if we mix these two then non biodegradable waste interfere in the process of recyling.
