Because if its not impartial it isn't justice. For starters, the main goal of the jurisdiction system must not be to punish the guilty,

Justice should be impartial because-
1.The justice should be delivered without any bias towards any party no matter how powerful any party is.
2. If the justice will not be a favour to anybody, the right thing will win otherwise somebody who has more power and money will do the court on his side and the right will not get justice.
