In Pakistan's government under Parvez Musharraf, the people elected their representatives but those elected representatives cannot take the final decision. The power to take the final decision rested with army officials and with General Musharraf, and none of them were elected by the people. Since in a democracy, the final decision- making power rests with those elected by the people, the Pakistani government under Parvez Musharraf should not be called as democratic.
