Well, the simplest answer is "due to the expected Tsunami"
After the earth quick there is the chance tsunami occurrence. As we know the coastal areas have the large reserve of water nearby as the form of sea.So in order to protect themselves and prevent the possible life losses people shift to raised ground areas as the part of precaution. If earthquake is large and shallow with it's fault line or the epicenter near or exactly on the ocean this may result in the tsunami as the power of the earthquake triggers it.

Explanation:
Earthquakes which occur under the sea can displace huge amounts of water.
Like a ripple effect, the displaced water moves in all directions.
As it reaches the shallow water of the coastline, it can cause gigantic wall of water known as tsunami. This can destroy everything in its path, leading to damage of life and property.
Getting to raised ground can keep people safe from the after effects of earthquake.
