people shift to nearby raised land because, the earth quake causes movement in tectonic plates beneath and these plates are also available under seas and oceans, so when there is a movement of tectonic under the sea, it cause an upheaval in the water level and a under water earthquake takes place which leads to excessive disturbance in water and forms huge tides depending upon the intensity of the the earthquake, then these tides hit the coasts and it leads to floods in those region and that is why people move up to a higher ground to save themself from the flood.
