The community must be at the heart of any disaster management initiative as it suffers most from the immediate effects of any natural or man-made disaster in the area where it lives. Before any rescuer or disaster management team comes from outside valuable time may be lost, hence the community ought to be in a state of constant vigil and preparedness.
In general cases, floods and fire are the major reasons for any disaster. To minimise the effects of floods, de-silting of drains should be carried out periodically or new drainage must be cut and set-up. Usage of plastic bags must also be banned. To fight fires, water sources must be available at the most fire-prone areas. Occasionally, the community should carry out drills in order to be in a state of preparedness.
Even when the fire brigade or other disaster management teams come from outside, the community must be at the heart of the activity as they are conversant with the topography of the locality. While they should not interfere with the methods and mechanisms, it is always nice if they co-operate and members of the community stay close at hand to render assistance as and when sought.
